Dear Cairo-Durham Families,

We hope you are enjoying a wonderful summer vacation. We are writing to inform you that starting on the first day of school, September 3, 2025, New York State Education Law Section 2803 will limit student access to internet-enabled devices during the school day. The “bell-to-bell” ban reflects Governor Hochul’s view that students do best when they are focused on learning, not screens.

To support this new law the Cairo-Durham CSD Board of Education implemented a policy, and we will be providing Yondr pouches to all students in grades 6-12. This policy begins from the start of the school day, and prohibits the use of personal electronic devices on school grounds, in classrooms, athletic fields, playgrounds, etc.

It is important to note that personal electronic devices include cellphones, earbuds, smartwatches, tablets, and any other device that has the ability to connect to the internet.

Over the coming weeks, we will be sharing comprehensive videos, resources, and other materials to ensure everyone understands the benefits and logistics of this new policy. In the interim, here's a sneak peek at how the Yondr system will work:

  • Students will place their phones in a Yondr pouch upon arrival at school each day.

  • The pouch will be magnetically locked, ensuring the phone cannot be accessed during the school day.

  • Students will retain possession of their phone in the pouch, but will be unable to use it.

  • Unlocking stations will be available at designated areas for use in case of emergencies or at the end of the school day.

We understand that phones and devices are important tools for family communication. If you need to reach your child in the event of an emergency, you should contact the main office.

Research and classroom experience consistently show that mobile devices can be a significant source of distraction. The constant temptation to check a device can make it difficult for students to stay engaged and be present throughout the day. We are confident that this new state mandated policy will significantly enhance the learning environment for our students.
