Governor Cuomo announced on May 1 that school budget votes and Board of Education elections will occur on June 9, 2020. In the interest of public safety due to the COVID-19 pandemic, voting this year will take place using absentee ballots only, per Governor Cuomo’s Executive Order. Every eligible voter will receive an absentee ballot and a postage paid return envelope in the mail. Check back for more information about voting by absentee ballot.
UPDATE April 23, 2020
Due to the current COVID-19 situation and NYS on PAUSE restrictions that limit large in-person gatherings, the April 27 Community Forum has been canceled.
The District is developing informational materials to share with the community regarding the following proposition. We understand it is not the same as an in-person community forum, however the community will have an opportunity to submit questions to the Board of Education prior to the vote (date still to be determined, read more here). March 13, 2020
At its meeting on March 12, the Cairo-Durham CSD Board of Education adopted a resolution to present a proposition to voters regarding the former Durham Elementary School building. The proposition (summarized below) would be put before district voters on May 19, 2020.
The District is interested in pursuing a unique opportunity to revitalize the former Durham Elementary School building in partnership with Questar III BOCES. If approved by district voters on May 19, the District would be authorized to donate the Durham building to Questar for the purpose of establishing a regional education center. It would house career and technical education (CTE) programs and special education programs that would be available to students across the region. Questar’s Heavy Equipment Operation and Maintenance program is currently held in the Durham building. As part of the agreement, Cairo-Durham CSD would maintain “right of first refusal.” This means that if Questar no longer needs or uses the Durham building, they would be required to offer it back to Cairo-Durham CSD at no cost.
Community Forum (April 27)
A community forum is scheduled for Monday, April 27 at 7 p.m. in the Durham school cafeteria (4099 NY-145, Durham, NY). Community members are invited to attend to learn about Questar III’s vision to breathe new life into the Durham school and what it could mean for the Cairo-Durham community and surrounding region.

BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE CAIRO-DURHAM CENTRAL SCHOOL DISTRICT (the “School District”) that the following proposition be presented to the voters at the annual meeting of the School District to be held on Tuesday, May 19, 2020:
Shall the Cairo-Durham Central School District Board of Education be authorized to donate the Durham Elementary School building and associated property to Questar III BOCES as the building has been closed for District use since 2014 to allow for expanded Questar III educational programs in accordance with the provisions of applicable New York State Education Law?
BE IT FURTHER RESOLVED that the District Clerk is hereby authorized and directed to include notice of such proposition in the notice of the annual School District meeting.
