Propositions on Budget Ballot (May 2018)

In addition to voting on the proposed budget, residents will also elect three (3) members to the Board of Education and consider propositions for: a Capital Reserve Fund, the purchase of seven (7) buses, and an Energy Performance Contract (EPC) project. 
 

BUDGET

Shall the Board of Education of the Cairo-Durham Central School District be authorized to expend the total amount of $31,147,145 during the school year 2018-2019 and to levy the necessary tax therefor?

 

PROPOSITION 1: Capital Reserve Fund 

Shall the Board of Education of the Cairo-Durham Central School District be authorized to (1) create a Capital Reserve Fund pursuant to Education Law § 3651(1) for the purpose of financing the purchase of, and general improvement, reconstruction, renovations or additions to the District’s buildings, including the acquisition of sites (land and/or buildings), site work and the acquisition of original furnishings, equipment, machinery, acquisition and installation of technology equipment, or other apparatus required for the purpose for which such buildings are to be used; (2) the maximum amount for such fund shall be capped at $1,000,000 ; (3) deposit into the Capital Reserve Fund such unallocated fund balance of the General Fund as determined by the Board of Education; State Aid related to expenditures from the capital reserve fund; and interest income related to investment monies in the fund.  The probable duration of the capital Reserve Fund is ten (10) years.

 

PROPOSITION 2: School Bus Purchase

Shall the Board of Education of the Cairo-Durham Central School District be authorized to: (1) acquire school buses and vehicles, at a maximum aggregate cost of approximately $619,762; (2) expend such sum for such

purpose; (3) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education taking into account state aid and trade-in value; and (4) in anticipation of the collection of such tax, issue bonds, notes and/or installment purchase contracts of the District at one time or from time to time in the principal amount not to exceed $619,762, and levy a tax to pay the interest on said obligations when due?

 

PROPOSITION 3: Energy Performance Contract Project

Shall the Board of Education of the Cairo-Durham Central School District be authorized to: (1) seek additional incentive State Aid, as the purpose of this proposition is solely to authorize an Energy Performance

Project/Contract for the purpose of obtaining the additional 10% incentive State Aid; (2) acquire and install in various District buildings and on various District sites certain improvements to enhance energy efficiency and pay incidental costs related thereto at a maximum aggregate cost of $1,950,000; (3) expend such sum for such purpose as appropriated from time to time by the Board of Education taking into account State aid received including any incentive State Aid; (4) levy the necessary tax therefor, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education as provided in Section 416 of the Education Law; and (5) enter into an energy performance contract and related financing documents in the principal amount of not to exceed $1,950,000?

 

BOARD OF EDUCATION ELECTION

The following lists the candidates for three (3) seats for the Board of Education. The three (3) seats are for a three (3) year period. Vote for up to three (3) candidates. To vote for a candidate whose name is printed on the ballot, make a single cross mark (X) or a check mark () on the line next to the name of the candidate. To vote for a person whose name is not printed on the ballot, write the name of the person in the blank space under the list of candidates.
